Kongress der EFS in Krotoschin April 2016

Der parallel zu Europameisterchaft im polnischen Krotoschin durchgeführte Kongress aller Mitgliedsnationen der Europäischen Föderation SUMO (EFS) wurde von den Teilnehmern, den Präsidenten der Nationalen Sum-Föderationen als "historisch bezeichnet". Nach erheblichen Turbulenzen, verursacht durch die Führung des ehemaligen Präsidenten der EFS, S. Korobko, wurden nunmehr die Ergebnisse des außerordentlichen Kongresses von Rakvere (Wesenberg)/Estland bestätigt. Der Präsident der Polnischen Sumo-Föderation und Ausrichter der Europameisterschaft in Krotoschin, Pan Dariusz Rozum wurde zum Präsidenten der EFS und ersten Vertreter der EFS bei der Internationalen Föderation Sumo (IFS) ernannt, Generalsekretär Riho Rannikmaa wurde in seinem Amt bestätigt. Neu ist die Einführung des Amtes eines vierten Vizepräsidenten. Der neue EFS-Vorstand setzt sich wie folgt zusammen:

  • 1. Vizepräsident  (Ethics and Education) Gennadi Iwanowitsch Kaletkin (Ru) (zweiter Vertreter der EFS bei der IFS)
  • 2. Vizepräsident (Marketing) Rukhadze Tengir (Georgia)
  • 3. Vizepräsident (Refereeing) Samir Abdullajew (Azerbaidschan)
  • 4. Vizepräsident (Finances) Oncyn Laszlo (Hungaria)
  • Sports Director (Bulgaria)
  • Director Medicine and Anti-Doping-Affairs Dr. Torsten Kastner (Deutschland)
  • Treasurer Ben Rozen (Israel)

Die neue Satzung wurde einstimmig angenommen. Wegen gravierender Verstöße gegen die Prinzipien einer demokratischen und transparenten Führung der EFS wurde Herr Sergeij Korobko aus der EFS ausgeschlossen.

 

Als neue Mitglieder der EFS wurden Lettland und Israel aufgenommen.

 

Eine neue Kontrollkommission aus den Vertretern Norwegens, Lettlands und Litauens wurde gebildet und beauftragt, die Arbeit des Vorstands zu überwachen.

 

Die umfangreichen Vorschläge zur Erweiterung und Verbesserung der Satzung durch den DSB wurden wohlwollend ins Protokoll aufgenommen. Mit diesem Kongress gelang es dem DSB erstmals, einen Vertreter Deutschlands im Vorstand der EFS zu positionieren.

 

Die Ausrichtung der Kadetten-Europameisterschaft 2016 (16. Oktober) durch den DSB in Brandenburg an der Havel/Deutschland wurde bestätigt.

Stimmkarte des Präsidenten des Deutschen Sumo-Bundes beim Ordentlichen Kongress der European Sumo Federation (EFS). Das vom Kongress einstimmig angenommene neue Statut sagt in Article 3 - Affiliation Abs. 1:

 

Each country may be represented in the EFS by only one Federation.

 

Diese eine, Deutschland bei der EFS vertretende Föderation ist nunmehr unumkehrbar und von Kongress und Vorstand bestätigt - der Deutsche Sumo-Bund e. V.

Das neue Statut der EFS wurde vom Deutschen Sumo-Bund durch die nachfolgenden Vorschläge und Anregungen bereichert. Das Dokument wurde in das Protokoll des Kongresses aufgenommen und die entsprechenden Punkte an gegebener Stelle berücksichtigt:

I.  new Article – Doping –

 

 1.) In all sectors of EFS the use of chemicals or drugs, fulfilling the parameters of doping-substances, is strictly forbidden. The crime of doping is to fight by all available sanctions and measures.

 

 2.) Doping is the attempt of athletes, to improve their efforts by conscious use of substances or pharmaceutical agents or the practice of forbidden methods like blood-doping.

 

 Athletes must not plead for nescience in case of use such drugs or chemicals without the approval of a certified doctor or a medical prescription.

 

 The application of such chemicals is allowed during a pause of competition of tournaments or after announcement to the DC previously before competitions only for reasons of medical treatment.

 

 3.) Doping as a matter of fact is given in the following cases:

  • a positive result of a doping-test

  • denial to hand over a doping-assay

  • manipulation of a doping-assay

  • in case of proven blood-doping

 4.) On Application of Commissioner for Anti-Doping-Affairs (CADA) the DC rules in cases of proven violation against anti-doping-laws about the punishment of the athletes concerned.

 

 The athlete concerned may file protest against this decision of DC within 21 days. If so the DC has to launch a new hearing together with their legal counsels and to pronounce a new sentence.

 

 In case of violating the anti-doping-laws the following kinds of punishment are possible:

  • First-timer have to expect an exclusion from all competitions and tournaments for up to 24 month.

  • In case of repetition a lifelong exclusion follows from all competitions and tournaments.

 The punishment starts with the date of the official declaration of DC's sentence.

 

 The organizer of competition or tournament meets the costs for the first test. Shows the B-Probe a positive result, the athlete concerned meets all following costs of the furthermore lawsuit.

 

 Responsible for anti-doping-affairs is a Commissioner for Anti-Doping-Affairs (CADA), member of DC, equal ranking to the Sports Director and Treasurer.

 

 The CADA is responsible to the Congress and the DC. The scope of CADA is mainly the controlling of all procedures linked to anti-doping-regulations and the report to the Congress and DC. All results of doping-tests, reports and so on have to be reported to the CADA.

 

 II. new Article – court of jurisdiction –

 

 The place of venue/ court of jurisdiction is .... [[Article 13 - General Secretary, Abs. 2 The legal seat of the EFS is located in Losanna, Switzerland, until decided otherwise by DC]] ... Lausanne, CH

 

 

III.  Suggestion

 

 The DSB (GER) suggests the invention of a Commissioner for Anti-Doping-Affairs (CADA), to be installed on board of DC, equal ranking to the Sports Director and Treasurer, situated on the same level.

 

For scope of suggested position of CADA see above.

 

 DSB recommends to launch Mr Torsten Kastner MD to this position.

 

Justification: Mr Torsten Kastner MD is a well educated and examined physician, with high affinity to sumo sport (Bearer of second DAN).

 He did study and practice for a long time in Moscow, so he is speaking Russian fluently and moreover versant to anti-doping-affairs.

Mr Kastner MD is working just now as vice president of DSB (GER) and president of Brandenburgian Sumo-Union (GER).

 He is skilled and well experienced and willing to bring up all his knowledge and power for EFS.

 

  IV. Suggestion

 

 Parts of Article 5 - Eligibility Code – should be move into regulations for competitions. They are more simply to change or adapt in cases of need, for example in cases of current developments.

 

V.

 The DSB (GER) recommends politely, to rise up new financial regulations as part of the statute, marked and characterized by transparency, to prevent aberrations and following reputational damaging.

 

VI.

The DSB (GER) suggests, to confirm in the statute, that all official contacts to the members of the DC are available every time for every national federations.

 

VII.

 The DSB (GER) requests, to integrate this paper in the official protocols of current congress.
